I just wanted to update this post. We now are getting much better contrast ratings on these displays.

Wacom may have improved the panels being used, or perhaps we are more familiar with the configuration of the Cintiq displays now and therefor more capable of getting better results now.

I will make sure to update this post with a newer validation result as I have time. Please stay tuned or contact cielab for more up to date results.
